Comprehensive Safety Action Plan Completed

Lorain County Public Health published a Comprehensive Safety Action Plan, as implementation begins with a $2 million grant

Lorain County, Ohio – Lorain County Public Health (LCPH) has finalized the Lorain County Comprehensive Safety Action Plan (CSAP), a plan to prevent serious traffic crashes and deaths and secure future safety funding. LCPH encourages everyone to review the plan at LorainCountyHealth.com/SafeRoads, which recommends:

  • Planning and speed studies

  • Traffic calming measures

  • Crossing improvements

  • On-street bike lanes

  • Railroad monitoring technology

  • Educational and public awareness campaigns

"This plan is a roadmap to safer communities and roads for everyone in Lorain County. We’re excited about the next step – to implement it with community and partner participation," said Mark Adams, MPH, REHS, health commissioner at LCPH.  “Improving factors in the environment, like neighborhoods and roads, can greatly reduce injury and death.” 

Building on over four decades of traffic safety injury prevention through the Safe Communities Coalition, Safe Routes to School efforts, and the countywide car seat program, LCPH received $200,000 in February 2023 from the United States Department of Transportation (DOT) through the Safe Streets and Roads for All (SS4A) program. LCPH partnered with Toole Design, a transportation consulting firm, to develop the CSAP. The team used traffic crash data to identify high-risk areas and studied driver behavior, safe road access, and transportation methods.

In September 2024, LCPH secured $2 million in additional SS4A Planning and Demonstration funds. "This new funding allows us to test data-driven improvement ideas in the plan before implementing permanent solutions," said Adams. Next, we will be:

  • Collecting and analyzing data from each demonstration

  • Studying safety improvements, like better midblock crossings

  • Assessing the feasibility of pilot projects for permanent change

  • Testing new safety behaviors

  • Trying out new technology, like cameras at railroad crossings
